The Merchant's Permit is a unique item obtained from 
Thieving. Once read, the player will receive a permanent 10% discount on all skill gloves that can be purchased from the Shop. The Merchant's Permit does not need to be kept for the discount to apply, therefore once read it can be safely sold.
