The Maximum Skillcape is a Skillcape combining the effects of all other Skillcapes besides the Cape of Completion and Township Skillcape. It can only be purchased once the player has achieved level 99 in all currently released skills, other than Township.

When a new version releases that adds another skill, the Maximum Skillcape will automatically be unequipped from all loadouts and the player will be unable to re-equip it until they reach max level in the new skill.
