Hinder Potion

The Hinder Potion is a potion that can be made with Herblore. While active, it provides a chance for the player to decrease the enemy's attack speed for two turns when damage is dealt.

	I	5	Inflict a slow that increases the target's attack interval by 3% when hitting with an attack
	II	10	Inflict a slow that increases the target's attack interval by 6% when hitting with an attack
	III	15	Inflict a slow that increases the target's attack interval by 10% when hitting with an attack
	IV	25	Inflict a slow that increases the target's attack interval by 15% when hitting with an attack
