Elemental Potion
From Melvor Idle
The Elemental Potion is a potion that can be made with 
Herblore. While active, it provides a chance to receive a random additional elemental rune while 
Runecrafting.
If the potion activates, the player will receive a single 
Air Rune, 
Water Rune, 
Earth Rune, or 
Fire Rune. The rune received is equally likely to be any of the four, and only one rune will be received per action regardless of any bonuses to runes per craft.
